Based on the following recent blog article by Raphaël Hertzog (which I
know about because I am subscribed to his mailing list), it does
appear that Kali Linux is a Debian derivative.  (Indeed, in this
article, he makes a point of it being a "proper Debian derivative".)

I see there's a bunch of potentially useful things / links there, such
as "Downloads", "Documentation", "Community" (which also mentions
forums and bug reports), etc.  Perhaps that could be of some use in
finding the file(s) you need?
