Not really. (just read few chapters of the book I won at DebConf).
It states that after dying+70 year the work don't become "public
domain" but "copyright not enforceable"). (I really don't get
the difference, maybe is about authorship and derivative works).
It is possible to put code in public domain, but it requires
some legal papers (it is not enough to declare it in the file).
base-passwd is a rare exception since it probably doesn't contain anything
that's copyrightable (assuming you ignore the documentation, which is
almost certainly not actually public domain). And even there, not
copyrightable is not quite the same thing as public domain.
I agree, the files (but the documentation) don't seems copyrightable,
which is different as PD, so new keyword "NO"?
