You can download Debian GNU/Linux 3.1 at
http://cdimage.debian.org/cdimage/archive/3.1_r8/

Please note however, that Debian GNU/Linux 3.1 (also known as "Sarge")
has been superseeded by Debian GNU/Linux 4.0 (also known as "Etch")
for quite some time now and security support for Debian GNU/Linux 3.1
has been dropped in the meantime. (That's the reason why these images
aren't linked from our homepage.)
