What I meant was: What about *simply* changing the DM process so that
keyring managers are responsible for this keyring as well, and dropping

DM was sold as a "limited upload rights" solution. I think that
some people did not realize that it wasn't that simple: some people
might have the right to upload stuff "by mistake" because of this design
flaw.
