Reading the proposal and the people involved, I think the
proposal is to complex and bureaucratic and it doesn't
fit to the Debian structure.

As example of Debian structure, how to you will answer to:
"Why do you have the power to do this?"
I hope you don't answer with "I've the supercow power",
but you will answer with roles.

So why don't move the proposal with roles instead of
the naerly concentric power structure?

So I propose:

- "Debian contributor" as in your proposal (ID check,
  agree to the social contract, ..)

and then we define roles:
- Esperanto debconf translator
- Chinese website uploader/maintainer
- uploader/maintainer to package X
- uploader/maintainer of package of team Y
- testing security
	(IIRC the search also for non DD members)
- DPL
- etc.

Every team or team master choose who as power and what
kind of power.

DD would become a "label" of people with debian constitutional
rights (vote etc) and some standard powers, and I think
we could eventually restrict the rights (i.e. to have a
non packager DD, or for a sabbatical DD)
