DEP1 consists in a patch to developers-reference, and a patch to
devscripts. The two patches will of course be licensed under the license
of developers-reference and devscripts. The DEP will also be published
on http://dep.debian.net, using the same license as DEP0, but
dep.debian.net is down currently, so I can't check what the license is
:)
