Maintainers can be expected to read BTS mails for their packages [1]. Sending a private mail is not something I would ever do I think. A final attempt to ping on IRC can be appropriate in some cases. Cheers, FJP [1] With one exception: mails with large attachments may be accepted by the BTS, but not reach the maintainer. For example, lists.d.o has a size limit, while bugs.d.o does not (#475682).
