I can only guess, buy I suspect that DSA is rather hesitating about boring all developers, which are required to read d-d-a. The new list would not be required to be read by DDs. I wouldn't mind having more traffic on d-d-a personally, but I can imagine that other disagree on this point. I can therefore only suspect that Joey thinks that a dedicated list could encourage DSA to write more emails about infrastructure topics.
