I went through the list archives since Debian' inception (boy…, thanks, Lars, for the suggestion. It was, uh, real) and I narrowed it down. PGP signing was in place before 29 Jul 1997 http://lists.debian.org/debian-devel/1997/07/msg01544.html and message <m0wJjbU-00IdebC@golem.pixar.com> on debian-private suggests that it was not yet in place on 22 Apr 1997. In between I cannot find anything. I have contacted Guy Maor, who seemed to be in charge at the time (he was ftpmaster) and anxiously await his reply.
