For some times I was thinking this too and was in train to write
a bugreport for this but have droped it.

Let the user select only locales like  <ll>_<CC> would be nice.

Since Xdialog does not support UTF-8 I have written a small BaSH
Function which switch my BaSH APPS into NON-UTF-8 mode IF the
corresponding iso-8859-* locale is availlable. otherwise the $USER
will be promped that the GUI may look a little bit weird...
