IMHO this is a good idea. There is more about being a Debian Project member than having upload right. I think all regular contributers should have the right to vote, be able to read -private and have an @debian.org email address. If it makes easier for translaters and documentation people to not have to go through some stages of the NM process (probably T&S) and then become a DD without upload right this would be a good thing.
