It's just a matter of interpretatin. Either one starts with the Linux
kernel and add the GNU tools, then the wording on our web pages is
correct. This is what the Debian project did. Or you start out with the
GNU tools and add a kernel, for instance Linux, then RMS' wording is
correct. This is what FSF did.

So both are right.
