This seems to be a government certification scheme (sorry if it's not, but I don't have time to mess around with PDFs right now). As a volunteer project, Debian probably will need governments adopting Debian or prospective suppliers of Debian to government to obtain these certificate. I expect most developers would appreciate the work, but it's not an immediate concern for most of us.
