That's not the way Debian (and other Linux) system work.
Reinstallation in most cases won't change anything.

First of all. That's wrong place for such questions.
There is debian-user@lists.debian.org mailing list.
Writing on that list please include more information.
Especially what kind of CDs can't be read (data/audio) and what exacly do
you do to read them.
