Please see the license of the software included.  If it only contains
Free Software, i.e. Debian/main, please refer to
http://www.debian.org/social_contract#guidelines.

If the CDs contain non-free software, you'll have to check every such
license.

Some libraries refuse this request since they fear that users will demand
updates which they cannot purchase.
