It depends on what kind of suggestion. If you are looking for general commentary to the developer body at large, try <debian-devel@lists.debian.org>. But if it is about a specific package, try <packagename@packages.debian.org>. If you want a new package, file an RFP (request for package) bug on the wnpp pseudo-package.
