I don't know WebChat, but my DALNet experience is that the network is
somewhat unstable currently with lots of netsplits and sometimes giant
lags between servers.

I don't blame that on the admins though, it's more the combination of
the IRC protocol which forbids redundant paths and their size, which
makes them an attractive target for kids testing out some DDoS software.
