I just looking for a solution for two items:
1. How to handle those silently removed packages?
2. How to ensure that we were not faced to those problems for
further releases?

I just filed a bug-report (#154777) against "upgrade-reports" to report that the list of packages removed from woody is incomplete. Fleshing out this file (http://ftp-master.debian.org/removals.txt ) would be a good start.
