The most likely explanation for that is that you seem to make a few
incorrect assumptions.
First of all, the Debian project is an international project, so use English
unless you're addressing someone you know to understand German.

Unlike e.g. Red Hat, the Debian project does not operate a certification
program. The Linux Professional Institute (like Debian, a non-profit
