Bug#148629: project: Compilation of balsa sources fails using debuild

The current sources of balsa do not compile with debuild, but
making manually works. The problem is that the file "gnome.h"
isn't found during compilation of libbalsa subdir. The generated
Makefiles have correct include directories for CFLAGS, bug CPPFLAGS
don't include /usr/include/gnome-1.0 and debuild uses those.
