Probably yes, but there is no committed release date, and no guarantee.

Yes, it will definitely be included, but the installation system (I believe)
will use 2.2.19.

dists/woody/main/binary-<arch>/Packages.gz

where <arch> is the architecture you want to know about (i386, alpha, etc.).
