.deb files are only intended to be installed in an existing Debian system.
The decoder/installer is dpkg.
If you haven't got a Debian system, look in www.debian.org for
instructions on how to get one.
If you want to look inside the .deb file, it is an ar archive, that
contains 3 files, two of which are gzipped tar archives.
