It seems to me that the bigger problem is developers who've already
made it in, but who just aren't doing their job.

Scanning the RC bug list, I see lots of bugs along the lines of "wrong
build dependency", or "simple 2-line patch included", many filed
months ago.  If the problem's been fixed, why hasn't the bug been
closed?  If the problem still exists, why hasn't the maintainer
resolved it?  Either way, there's something wrong with the way the
package is being maintained.

What we need, IMO, is policy for seperating a maintainer from his/her
packages if they've shown themselves incapable of maintaining them.  I
say, let every reasonably competent person in, but provide an exit in
case they show themselves incompetent.

Oh, and we also need to seperate out DD's with shell access to the
various machines from DD's who just need upload permissions to
ftp-master.  Namely, we should define different classes of DD's.
