woody base install packages

Hi

I was wondering where it kept the base install package list on CD1 of
woody. I want to change some of the base install packages but cant find
the list in /dists/woody/main/binary-i386/. There is no basedebs.tar and
the Release files basically has nothing in it.

Please help.
