Both could be problems and both need to be addressed.  At present people
only seem to be trying to address one of them, but that's better than
neither being addressed.

It's really not that bad.  The only thing that didn't feature at all 
in the previous NM process is the tasks and skills bit, and that's
something that would have to be faced anyway.
