Bug#1122345: Better debian/watch file

The current watch file is just a dummy file. Seems like Epson updated their website for drivers, see https://download-center.epson.com/ . That one internally uses a nice web API that returns json files.

So, I created the following watch file:

https://download-center.epson.com/api/v1/modules/?device_id=L3250%20Series&os=DEBARM64&region=US&language=en \
https://download-center.epson.com/f/module/[^/]*/@PACKAGE@@ANY_VERSION@@ARCHIVE_EXT@

For example the current upstream tarball is https://download-center.epson.com/f/module/f553063f-07d5-4cd1-b9cc-9b8697890ed8/epson-inkjet-printer-escpr-1.8.6-1.tar.gz
