cups package: Please remove Debian's own cups.pc

Thorsten,

in cups 2.4.7-1 you have introduce your own cups.pc file, via debian/cups.pc.in 
and debian/rules. CUPS upstream has a cups.pc already since 2.4.6 and it is much 
more sophisticated than yours, especially it contains the system directories of 
CUPS (like /usr/share/cups/).

So in 2.4.7 you rudimentary cups.pc has overwritten the upstream one and this 
broke several things in Ubuntu noble, especially the autopkgtest of cups-browsed.

I have removed your cups.pc in Ubuntu, cups 2.4.7-1.2ubuntu2:
