On bullseye and bookworm I get:

 root@sidt630:~# apparmor_parser -vQ /etc/apparmor.d/usr.sbin.cupsd
 Cached load succeeded for "/var/cache/apparmor/c08a2770.0/usr.sbin.cupsd".
 root@sidt630:~#

Please would you investigate?
