This issue happens often.  The system is Debian 10, with Xfce 4.12 and an HP Photosmart C3100 Series All-in-One printer running on USB connection.  All updates have been applied as notified by the OS system.

In trying to install it:
hplip is already the newest version (3.18.12+dfsg0-2).


cups runs fine, but it cannot release the files, even when attempting to do so directly.
