Indeed, it is the ghostscript package in testing that blocks the migration of the font package due to its strict dependencies which limit the font package's version number to an upper bound. Both packages are currently forced to migrate in lockstep.
The reason for the tight dependency is to ensure the integrity of the symlinking between the font package and Ghostscript. It is resolved by dh_linktree which explains it like this in its man page:
I see. But by applying this measure you prevent the usual case, i.e. packages migrating independently, in order to avoid the very uncommon and unexpected case, i.e. file locations getting out of sync. Please reconsider.
