No, neither on cups server, nor on cups client

Not installed, both systems client and server are Debian buster.

Which user? My user on the client yes:

Not sure if I understand this one.

The problem became worse, it seems to be intermittent, it is gone right now 
(but I am sure it will eventually come back).
