Unfortunately, this is a long-running issue with CUPS and the CUPS stack, and is tracked by https://bugs.debian.org/549673 and https://github.com/apple/ cups/issues/3067 While I agree that the whole /etc/cups directory _COULD_ be moved to /var/lib/cups , this is not done easily, brings only little benefit, and woudl break a lot of assumptions in various parts of the stack. See as mere example the search for /etc/cups/ppd ; 290 occurences: https://codesearch.debian.net/search?q=%2Fetc%2Fcups%2Fppd I really have not changed my mind about this: diverging away from upstream CUPS and their 20+ years of existance is really not worth the costs.
