I just updated my testing system and got the new 2.2.6-5 cups package.
Now cupsd uses 100% continuously after a few seconds after startup.
This was not the case with 2.2.6-4.

The access_log is full of lines with:

localhost - - [27/Feb/2018:16:10:20 +0100] "POST /admin/ HTTP/1.1" 401 313195 CUPS-Add-Modify-Printer successful-ok
localhost - - [27/Feb/2018:16:10:35 +0100] "POST /admin/ HTTP/1.1" 401 313195 CUPS-Add-Modify-Printer successful-ok

repeating every couple of seconds, sometimes even multiple per second.

And the error_log contains lines of
W [27/Feb/2018:16:11:48 +0100] CreateProfile failed: org.freedesktop.DBus.Error.ServiceUnknown:The name org.freedesktop.ColorManager was not provided by any .service files
W [27/Feb/2018:16:11:48 +0100] CreateDevice failed: org.freedesktop.DBus.Error.ServiceUnknown:The name org.freedesktop.ColorManager was not provided by any .service files

every couple of seconds 2-3 of them.

It seems like there is a problem with the printer list delivered by
cups-browsed, as not even half of the printers are listed anymore
(26 of 71 printers)

Since the behaviour has disappeared there is now nothing to take action
on in this report. Hence I am closing it.

#946198 is a bug you could take a look at regarding your new issue.
