I guess yes and no. You could very well argue that this isn't a bug in hplip
in the context of the Debian BTS. On the other hand, making this plugin work
is indeed one fairly important feature of hplip, and it wouldn't be
impossible for hplip to work around it (e.g. by patching the installer prior
to running it).

It might be; I certainly needed a few years back (for whatever reason, I
couldn't just send PostScript to it and make it stick), but times may have
changed.
