Dear Maintainer,

libgs-dev depend on a number of lib*-dev packages - however, none of
these are necessary. All "depends" on lib*-dev packages should be
converted to "suggests".

The user who wants to compile in calls to the ghostscript-API does not
need the header files of libraries libgs itself depends on.
