Thanks for reporting, also upstream.

Upstream bugreport was closed with an explanation that it is intended 
behaviour i.e. that changed behaviour is progress, not a regression.

Indeed, this produces a PDF with link:

  ps2pdf -dPrinted=false test.pdf out.pdf
