You have a device which works. I have two machines which scan. None of
them need a plugin. I am reluctant to see libsane-hpaio or libhpmud0
as being at fault. There is also an absence of bug reports involving
the two libraries.
Has the m1120n ever scanned reliably? Does a USB connection make any
difference?

Probably not; scanning wasn't supported until HPLIP 2.8.9. I suppose it
might be worth trying that plugin.

The SANE debugging techniques you used are the lowest level techniques
I am familiar and comfortable with. The problem does not appear to be
a network cable problem.
