ippusbxd 1.31 released!

Hi,

I have released ippusbxd 1.31 now, with the following fixes:

- Added missing 'TAG+="systemd"' to the UDV rules file
- Added support for the page description language PCLm in the DNS-SD record
- Make DNS-SD advertising also working in the no-printer developer mode

I have already uploaded it into Ubuntu as 1.31-0ubuntu1 due to being 
post-freeze and therefore all packages have to get manually approved. 
Please use the Ubuntu package for making the Debian one.
