I've tested the experimental version, and cannot setup a new printer :

There is no problem with setting up this printer with unstable's hplip
3.16.11+repack0-2 using lpadmin. Version 3.13.3-1 is no longer supported.
I'd suggest hp-setup and 3.16.11+repack0-2 for testing and submitting a
new bug report if the issue persists.
