Bug#833889: libcups2-dev: Missing dependency on libcupsimage-2-dev

Forwarding my bug report since I accidentally filed against the wrong
package (corrected now) and I wasn't sure if you would get the email
otherwise.

gnome-settings-daemon fails to build from source with cups 2.2~rc1-1.
(I noticed because Ubuntu yakkety just synced cups from experimental
today.)

 /usr/include/cups/ppd.h:40:22: fatal error: raster.h: No such file or directory
  #  include "raster.h"
                      ^
 compilation terminated.

While /usr/include/cups/ppd.h is in libcups-dev,
/usr/include/cups/raster.h is in libcupsimage2-dev but libcups2-dev
does not depend on libcupsimage-2-dev
