Bug#823744: cups-common: after purge: /etc/cups/cupsd.conf not created

Hmm, re-installing cups-daemon solved the problem.
So I think my error was to assume the package 'cups' contains the
daemon and 'cups-common' would generate the config.
Apparently cups-daemon ist the one copying the config.
