The reporting of rdar://problem/15008524 might have been occasioned by
the discussion at

and there seems to be some relevance to the problem here:

The raw queue test can printed to with
lpadmin -p rawq -v ipp://127.0.0.1/printers/test -E
and
lp -d rawq /etc/services
If test is shared it can process a job sent from a remote machine.
