There would have been a control ("c") file and a data ("d") file. If the
file had printed there would have been only a "c" file because on Wheezy
the "d" file is deleted after printing. The above shows no "c" or "d"
file, which implies they were deleted by 'cancel -a'.

I have also tested printing to file. 'cancel -a' clears the print queue
and the error log reports that the job was unloaded and purged, so from
this perspective CUPS is behaving as it should.

You could try powering off the equipment for some time (half-an-hour?)
after cancelling a job. Then power up with and without the printer
connected. Stopping cups ('service stop cups') before powering down is
also something worth a go.
