Have you made sure that these all three (are created by "make install") go into cups-filters-core-drivers?
Let this build-depend on your cups_2.2.1-41-g49c592936-1 version, as otherwise cups-filters builds without Apple Raster support.
Have you also made sure that the new cups-filters build-depends on cups_2.2.1-41-g49c592936-1, so that it gets built with Apple Raster support?
