One paragraph is not a duplicate of the other. Please note the

A CUPS < 1.6 server does not have native Bonjour broadcasting using
Avahi; broadcasting with the CUPS protocol is the only choice. A
CUPS >= 1.6 client would need

  BrowseRemoteProtocols cups

for the remote queues to be visible on the client.

A CUPS >= 1.6 server does have native Bonjour broadcasting using Avahi
and its queues will automatically be advertised that way. However, a
CUPS < 1.6 client can only browse queues advertised with the CUPS
protocol. cups-browsed can cause the server to do CUPS broadcasing with

  BrowseLocalProtocols cups
