I tried a google search for "lpr Upgrade Required" or "lp Upgrade
Required" and found nothing.
I tried doing an "apt-get ; apt-get upgrade -u", so my machine is
up-to-date, and the problem still occurs. The error message doesn't
really help.

In addition, Squeeze is no longer a supported distribution. Being able
to replicate it on the present unstable would be a reason for a new bug
report or reopening this one.
Regarding any perceived deficiency in the error message given: an error
log would probably contain clues as to its meaning. The cups maintainer
will not change an upstream-internationalized error with a Debian patch
and upstream does not see changing it as useful.
