Bug#787353: hplip new upstream version

Have been out of circulation for too long.

Very happy for Debian Printing to pick up where I have left off and if I get some additional capacity, I can continue to contribute through DP.

I'm forcemerging more "new upstream release" bugs, and removing the
"pending" tag, as there's no visible plan of action there (the +pending
action from [0] Mark was on 01 Nov 2015, more than one month ago).

Mark, I'm worried about the hplip maintenance, and, as a member of the
Debian Printing Team, I would really like to help! Our culture doesn't
really allow invasive (especially new upstream) NMUs. I'd much rather
like if you would either return to hplip maintenance, or explicitly let
me (or others) take this task on!

Further silence would push me (with my 'Debian Printing Team' hat on) to
upload a "no-other-changes" new upstream release "soon".
