I didn't mention I was using testing and felt so guilty about that that
I got myself an unstable install. For 'IdlExitTimeout 20' the results
are the same. 'IdlExitTimeout 40' hadn't been tried before. What happens
there is that cups never becomes inactive.

My network is serviced by a Wheezy machine whose printers are advertised
only with the CUPS protocol. cups was stopped and the behaviour on the
unstable machine ceased. The same effect was obtained by removing 'cups'
from BrowseRemoteProtocols in cups-browsed.conf.
