Bug#746270: cupsctl: Unauthorized when not specifying "-h localhost"

Version: 1.5.3-5+deb7u1

When I run "cupsctl", it returns the message "cupsctl: Unauthorized".
I am running this command by root on a new installation.

When I specify the "-h localhost" option, it works.

$ cupsctl
cupsctl: Unauthorized
$ cupsctl -h localhost
... CURRENT SETTINGS ...

I suggest that localhost should be used as default value!
