My understanding is that the shutdown of cupsd takes place when all the
following conditions are met:

  There must be no active jobs pending.
  cups must not be browsing shared print queues on the network or advertising its own print queues,
  IdleExitTimeout must be set (with the default or explicitly).
  "timeout" must be greater than or equal to IdleExitTimeout.

When cups-browsed is running with the default 'BrowseRemoteProtocols' we
would consequently expect cups to remain active and running.

This does not look like a cups-browsed bug, so reassigning.
